A convicted citizen, whose ordinary appeal had been rejected as out of time, appealed to the Plenary against the order of the President of the Constitutional Court dismissing his complaint against the rejection of his extraordinary appeal, invoking the right of appeal and effective judicial protection. The Court dismissed the appeal and upheld the order, as the extraordinary appeal had been lodged after the eight-day statutory limit and time limits do not breach the right of appeal.
