“Justice in Building the Rule of Law in the 21st Century” will be the central theme of the 11th Congresso Internacional de Direito na Lusofonia (International Congress on Law in the Lusophone World), which Luanda will host from 13 to 16 May 2025. The meeting will bring together specialists and academics from Portuguese-speaking countries and regions to analyse the role of justice in promoting the Democratic Rule of Law and to reflect on the theory and practice of human rights from a legal, social, political and cultural perspective.

The event, whose opening ceremony will take place at 9.30 am on 13 May (Tuesday) at the Palace of Justice, is co-organised by the Constitutional Court, the Attorney General's Office, the Faculties of Law of Agostinho Neto University and the Catholic University, and the Lusophone Law Research Network (REDIL), and will be attended by representatives of Angola, Brazil, Cabo Verde, Guinea-Bissau, Mozambique, São Tomé and Príncipe, Timor-Leste, Macau, Portugal, Spain and India.

The programme includes debates on topics such as constitutional, administrative and tax justice, criminal law, corruption, customary law, citizenship, artificial intelligence in justice and legal pluralism.

The initiative also forms part of the celebrations of the 50th Anniversary of Angola's National Independence, to be marked on 11 November 2025, and reinforces the national commitment to the Rule of Law and to scientific cooperation in the Lusophone world.

The 11th International Congress on Law in the Lusophone World marks the continuation of a momentum that began in 2014 in Portugal with the holding of the first edition, promoted by REDIL, the entity that is once again co-organising the event, now convened in Angola.
