Functioning
The Constitutional Court
It functions in sessions of the Plenary of Justices and in sessions of the Chamber Justices.
The Plenary is composed of all the Justices of the Court. Sessions of the Plenary and of the Chambers take place according to the agenda, and the date and time of hearings must be set out in a schedule fixed in advance.
The Constitutional Court meets in ordinary session at the intervals to be laid down in the Internal Regulation, and in extraordinary session whenever convened by the President, on his or her own initiative or at the request of at least two Justices.
The Constitutional Court, sitting in Plenary or in Chamber, may function only when a majority of its respective members in office, including the President, is present.
Decisions are taken by a majority of the votes of the members present. Each Justice has 1 vote, and the President, or whoever is acting in his or her stead, has a casting vote.
The Justices of the Constitutional Court have the right to have a dissenting opinion recorded.
