The Embassy of the Democratic Republic of the Congo appealed to the Plenary against the order of the President of the Court refusing to admit its extraordinary appeal on grounds of unconstitutionality against a Supreme Court judgment, invoking access to justice and effective judicial protection. The Court allowed the appeal, revoked the order and admitted the appeal, since rejection is justified only where objective requirements such as standing, timeliness or exhaustion of ordinary remedies are lacking.
