A group of UNITA members challenged the Political Committee's resolution convening the party's 13th Ordinary Congress for 2 to 4 December 2021, alleging an unrealistic timetable and a climate of intimidation and invoking the right of access to the courts. The Court declared the proceedings terminated as moot, since the Congress had already taken place and a decision on the merits would therefore have no useful effect.
