At the invitation of the Constitutional Court of Angola, the President of the Federal Supreme Court and of the National Council of Justice of the Federative Republic of Brazil, Justice Luiz Edson Fachin, is paying a working visit to the Republic of Angola from 18 to 23 July 2026.
The visit forms part of the policy of strengthening institutional cooperation and exchange between the constitutional jurisdictions of the Member States of the Conference of Constitutional Jurisdictions of Portuguese-Speaking Countries (CJCPLP), with a view to promoting the exchange of experience and strengthening good practice in the fields of constitutional justice, the administration of justice and the consolidation of the democratic State based on the rule of law.
The official programme will begin on Monday, 20 July, at 10.00 am, in the Plenary Room of the Constitutional Court, with a Formal Plenary Session to welcome the Brazilian delegation, to be chaired by the President of the Constitutional Court, Justice Laurinda Prazeres.
After the Formal Plenary Session, President Luiz Edson Fachin will visit the Gallery of Angolan Constitutionalism. The delegations of the Constitutional Court of Angola and of the Federal Supreme Court of the Federative Republic of Brazil will then meet at the Palace of Justice for official talks.
The topics on the working agenda include, in particular, the digital modernisation of justice and electronic proceedings, the creation of the Centre for Constitutional Studies of Angola, constitutional democracy and the independence of the judiciary, and the challenges inherent in electoral processes.
On Monday afternoon, the President of the Federal Supreme Court and of the National Council of Justice of the Federative Republic of Brazil will go to the Supreme Court, where he will be received at 4.00 pm by the President of the Supreme Court and of the Superior Council of the Judiciary of the Republic of Angola, Justice Norberto Sodré João.
On Tuesday, 21 July, President Luiz Edson Fachin will go to the Cidade Alta Palace and the National Assembly, where audiences with senior State officials are scheduled.
Also on Tuesday, in the afternoon, President Luiz Edson Fachin will deliver a keynote lecture (Aula Magna) on the theme “Constitutional Democracy and Judicial Independence” at the Rui Ferreira Auditorium in the Palace of Justice.
On the last day, the Brazilian delegation will follow a cultural programme.
The Brazilian delegation also includes the Counsellor of the National Council of Justice, Silvio Amorim; the Secretary-General of the National Council of Justice, Judge Clara da Mota Santos Pimenta Alves; the Director of the Centre for Constitutional Studies of the Federal Supreme Court, Fernando Facury Scaff; the Adviser for International Affairs of the Federal Supreme Court, Ambassador Roberto Doring; the Assistant Judge at the Secretariat-General of the National Council of Justice, Adriana Meireles Melônio; and the Assistant Judge at the Secretariat for Strategy and Projects of the National Council of Justice, José Gomes de Araújo Filho.
The Brazilian delegation is scheduled to return to the Federative Republic of Brazil on 23 July 2026.
