Four citizens appealed over the Supreme Court's failure, for more than 180 days, to decide a popular action against the decision of the Superior Council of the Judiciary (CSMJ) designating the winner of the competition for President of the National Electoral Commission (CNE). The Court declared that it lacked jurisdiction because ordinary remedies had not been exhausted, leaving the Supreme Court's Civil and Administrative Chamber to decide the case, and ordered the appellants to pay costs.
