The Attorney General sought subsequent abstract review of Article 6 and Article 31(1) of the Basic Law on the Organisation and Functioning of the National Police, which place the National Police directly under the President of the Republic, to whom its Commander-General answers, alleging breach of the reservation to the Constitution and of political accountability. The Court did not declare them unconstitutional, as the Constitution vests original competence in national security matters in the President of the Republic.
