The UNITA Parliamentary Group sought subsequent abstract review of Presidential Decree No. 214/24, which created the Institute for the Supervision of Community Activities (ISAC), arguing that it circumvented Parliament's rejection of the Statute of Non-Governmental Organisations, breaching the democratic principle, the National Assembly's legislative reserve and freedom of association. The Court rejected the application, as creating the institute fell within the Executive's competence and did not affect the essential core of freedom of association.
