The Angolan Bar Association (OAA) sought subsequent abstract review of Article 15 of Presidential Decree No. 245/21 on the Tax Identification Number, which barred holders of a suspended or cancelled number from many acts, invoking the rights to property, economic initiative, freedom of movement and association. The Court did not declare it unconstitutional because the provision, as reworded by Presidential Decree No. 87/25, contains only proportionate restrictions directly linked to tax purposes.
