The appellant, convicted at first instance and awaiting a decision on his appeal to the Supreme Court, challenged an order of the President of the Supreme Court refusing his habeas corpus petition for excessive pre-trial detention on the ground that the Belas District Court was competent; the complaint was converted into an extraordinary appeal on grounds of unconstitutionality. As he had meanwhile filed a new habeas corpus petition in that court, the Court declared the proceedings closed as moot.
