The appellant, ordered in a civil action to return assets and pay damages, lodged an extraordinary appeal on grounds of unconstitutionality against the judgment of the Civil, Administrative, Tax and Customs Chamber of the Supreme Court upholding that order, invoking legality, State civil liability, the right to a fair trial and the right of petition and complaint. The Court dismissed the appeal because the order stemmed from his improper use of seized assets entrusted to him as custodian, and the right of complaint does not exempt anyone from liability.
