The appellant, in pre-trial detention, brought an extraordinary appeal on grounds of unconstitutionality against an order of the President of the Luanda Court of Appeal dismissing his habeas corpus application, alleging excessive detention and lack of notice of its extension and of its review. The Court dismissed the appeal because those omissions were mere irregularities not raised in time and, with an appeal against his conviction pending, detention had not exceeded the 18-month limit.
