The Constitutional Court of Angola hereby gives public notice that, pursuant to subparagraph (d) of Article 181(3) of the Constitution of the Republic of Angola and subparagraph (d) of Article 11(1) of Law No. 2/08 of 17 June – Organic Law of the Constitutional Court, as amended by Law No. 24/10 of 3 December, a public competition based on professional record is open to fill the vacancy of Justice of the Constitutional Court, to be selected in accordance with the Constitution and the law, as set out in the Competition Regulation.

REGULATION OF THE COMPETITION BASED ON PROFESSIONAL RECORD TO FILL A VACANCY OF JUSTICE OF THE CONSTITUTIONAL COURT
Article 1 (Purpose)
This Regulation lays down the rules, procedures and criteria of the competition based on professional record to fill one vacancy of Justice of the Constitutional Court.
Article 2 (Scope)
This Regulation applies to candidates applying for the office of Justice of the Constitutional Court.
Article 3 (Nature and Legal Regime)
The competition to fill the vacancy of Justice of the Constitutional Court is based on professional record and is governed by the Constitution of the Republic of Angola, by Law No. 2/08 of 17 June – Organic Law of the Constitutional Court (LOTC), by the General Regulation of the Constitutional Court, approved by Resolution No. 127/24 of 31 December, by this Regulation and, on a supplementary basis and with the necessary adaptations, by the provisions of Law No. 26/22 of 22 August, which approves the Basic Law on the Civil Service, as well as by the other applicable legal provisions.
Article 4 (Opening of the Competition)

The opening of the competition based on professional record is the responsibility of the Plenary of the Constitutional Court.

The notice of opening of the competition and the respective Regulation shall be published in the Official Gazette (Diário da República), in the newspaper with the largest circulation and on the official website of the Constitutional Court, for three (3) consecutive days.
Article 5 (Admission Requirements)
Those interested in the competition must meet the requirements laid down in Article 12 of the LOTC, namely: (a) Angolan citizenship; (b) A legally recognised degree in Law obtained at least 15 years ago; (c) Age of not less than 35 years; (d) Moral and civic integrity; (e) Full enjoyment of civil and political rights.
Article 6 (Vacancy to be Filled)
The competition is intended to fill one vacancy of Justice of the Constitutional Court, selected through a public competition based on professional record, pursuant to subparagraph (d) of Article 11 of the LOTC.
Article 7 (Composition of the Selection Panel)

The Selection Panel for this competition is composed as follows: (a) Three Justices in active service; (b) One retired Justice; (c) One Full Professor.

The Selection Panel shall begin the competition procedures immediately after the decision of the Plenary of the Constitutional Court.
Article 8 (Submission of Applications)

Applications shall be submitted on the competition portal, by means of a request addressed to the President of the Constitutional Court, within 10 days from the date of the third publication of the notice of opening of the competition in the newspaper with the largest circulation and on the official website of the Constitutional Court.

The application request must be accompanied by the following documents: (a) Curriculum Vitae; (b) Photocopy of the Identity Card; (c) Photocopy of the certificate of academic qualifications and proof of its recognition; (d) Documents supporting the information contained in the curriculum vitae and any other documents the applicant considers relevant.
Article 9 (Admission of Applications)

After the deadline for the submission of applications, the Selection Panel shall publish, within 10 (ten) working days, through the means referred to in the preceding article, the list of admitted and non-admitted candidates, in alphabetical order, with the respective grounds.

Non-admitted candidates may lodge a complaint with the Selection Panel within 5 (five) working days of the publication of the list referred to in the preceding paragraph.

The Plenary shall decide on complaints within 5 (five) working days.
Article 10 (Criteria for Assessing Applications)

The Selection Panel shall draw up an assessment grid for the evaluation of professional record and the interview, setting out the assessment criteria and awarding a score of 0 to 10 points to each item.

Applications shall be assessed individually and ranked on the basis of the criteria established in this Regulation, namely:
(a) Recognised merit; (b) Moral and civic integrity; (c) Proven professional experience; (d) Relevant professional experience in the legal, academic or judicial fields, namely as a Judge, Prosecutor, Lawyer or University Lecturer in Law.
Article 11 (Tie-breaking Criteria)
In the event of a tie, the following criteria shall prevail, in succession: (a) Greater technical expertise in legal and constitutional matters; (b) Longer length of service; (c) Higher level of academic qualifications.
Article 12 (Approval of the Results)
The Plenary of the Constitutional Court is responsible for approving the results of the competition, on the basis of the duly reasoned Final Report drawn up by the Selection Panel, which shall be published through the means referred to in Article 8.
Article 13 (Challenge)
Candidates may lodge a complaint with the Plenary of the Constitutional Court concerning the final results of the competition within 5 (five) working days of their publication.
Article 14 (Period of Validity)
This competition is valid for one (1) year from the date of publication of the final results of the competition.
Article 15 (Notification)
The President of the Constitutional Court shall notify the President of the Republic of Angola of the name of the selected candidate, for the appropriate subsequent purposes.
Article 16 (Doubts and Omissions)
Doubts and omissions arising from the interpretation and application of this Regulation shall be resolved by the Plenary of the Constitutional Court.
Article 17 (Entry into Force)
This Regulation enters into force on the date of its publication in the newspaper with the largest circulation and on the official website of the Constitutional Court.
