The appellant, detained since November 2023 and convicted at first instance, with an appeal pending before the Supreme Court, brought an extraordinary appeal on grounds of unconstitutionality against an order of the President of the Luanda Court of Appeal refusing his habeas corpus application, alleging excessive pre-trial detention. The Court allowed the appeal because the 18-month maximum without a final conviction had been exceeded, and remitted the case so that he would be released.
