St Petersburg, in the Russian Federation, hosted the 13th International Legal Forum from 19 to 21 May 2025, a highly significant event that brought together more than 5,000 participants from 91 countries, including government officials, jurists and representatives of the business sector.

The President of the Constitutional Court, Justice Laurinda Prazeres Monteiro Cardoso, took part in the forum as a guest.

The 13th International Legal Forum is an important space for international dialogue focused on the discussion and analysis of matters of International Law for the benefit of the individual and of society, representing a valuable opportunity for direct and open exchange on issues central to the development of the State and of the Law at global level.

Among the topics addressed in the event's extensive working agenda, spread across plenary sessions, those relating to access to law, free legal aid and foreign interference in a constantly changing world stood out.

The opening ceremony was chaired by the Deputy Chairman of the Security Council of the Russian Federation, Dmitry Medvedev.

The Constitutional Court delegation also included Justice Lucas Manuel Quilundo and other senior officials of the institution.
