The proceedings of the XI Congresso Internacional de Direito na Lusofonia (11th International Congress on Law in the Lusophone World) continued on Wednesday, 14 May 2025, on the premises of the Faculty of Law of Agostinho Neto University, with two thematic plenary sessions and ten parallel sessions, reinforcing the commitment of academia and of Lusophone legal institutions to debate and to international legal cooperation.
In the first plenary session, held in the Maria do Carmo Medina auditorium, issues were addressed concerning the role of constitutional and international justice, the dignity of the human person as the foundation of the Rule of Law, and fundamental rights and duties. Professor Jorge Bacelar Gouveia (Portugal) presented a paper entitled “Dignity of the Human Person and the Constitution of Angola”, while Professor Henrique José Henriques (Mozambique) reflected on the challenges of constitutional jurisdiction in the context of autocratic legalism and democratic erosion.
The second plenary session had as its thematic focus administrative and tax justice, with a particular emphasis on the environment and sustainability. Professor Andreia Barbosa (Portugal) presented a critical analysis of “The virtues and shortcomings of the regime for the provision of guarantees in Angolan tax proceedings”, and Professor Hugo Flores da Silva (Portugal) presented a proposal for the construction of “a coherent tax system”.
The day's activities also included ten parallel sessions, held simultaneously, with the participation of academics, jurists and researchers from various Lusophone countries, promoting the exchange of experience and good legal practice.
The XI Congresso Internacional de Direito na Lusofonia, which began on 13 May, runs until Friday, 16 May.
