On 5 February 2026 the country marks the 16th anniversary of the promulgation of the Constitution of the Republic, a highly significant anniversary that stands as a privileged moment for in-depth reflection on the principles and values enshrined in the Fundamental Law of the Angolan State.
As the expression of the sovereign will of the people and a structuring instrument for the organisation of the State and of society, the Constitution of the Republic defines the fundamental aspirations of the Nation. In this context, the Constitutional Court, as the guarantor of respect for and full observance of the Constitution, is promoting another edition of the “Semana da Constituição” (Constitution Week), an initiative comprising a diverse set of technical and scientific, academic, social and cultural events intended to mark in a fitting manner the promulgation of the Constitution of the Republic, which took place on 5 February 2010.
As part of the Semana da Constituição, on 2 and 3 February 2026 the Constitutional Court is holding, in partnership with the United Nations Development Programme (UNDP) and the United Nations Children's Fund (UNICEF), and with the support of the African Union, the Fórum Constitucional sobre os Direitos e Garantias da Jovem Mulher e da Criança Africana (Constitutional Forum on the Rights and Guarantees of Young African Women and Children). This initiative will bring together representatives of Constitutional and Supreme Courts of various African States, the African Court on Human and Peoples' Rights, the African Union, the Legislative and Executive branches, and the African Committee of Experts on the Rights and Welfare of the Child, as well as religious leaders, members of civil society, academics and students.
The Forum, to be held in Luanda, aims to promote dialogue and reflection on the constitutional and infra-constitutional mechanisms for the protection of young African women and children.
Also within the framework of the “Semana da Constituição”, the Constitutional Court will hold an Extraordinary Plenary Session in the Province of Huíla, during which the eleven (11) Justices will examine judicial matters falling within the scope of their legal powers.
The programme in that southern part of the country also includes another edition of the Ondjango da Constituição (a community forum on the Constitution), a space for dialogue promoted by the Constitutional Court and aimed at children and young people, with the objective of addressing matters relating to fundamental rights, freedoms and guarantees, thereby helping to raise citizens' levels of constitutional literacy.
Also as part of the celebrations, a keynote lecture (Aula Magna) is planned, in collaboration with the Catholic University of Angola, to be delivered by Ettore Maria Lombardi, Full Professor of Private Law and International Business Law at the University of Florence, Italy. In his address, Professor Ettore Lombardi will speak on Ethical Boundaries in the Use of Artificial Intelligence in the Angolan Judicial System.
